Broadcast template logic affected by the destination pool

Broadcast template logic is useful for existing image
skip rendering option. That option means Maya -rep.
And XSI and AE have same option.

When I choose “every instance”, dispatcher assigned
the job to whole instance. However the destination
    pool was ignored.

“single instance” considers the destination pool.

Is this behavior bug or spec? If spec, I wish same
    behavior.

    I made a misunderstanding.

“every instance” consider the destination pool too.

Both of logics assigned the specified hosts and the other hosts.
However only the specified hosts were running. The other hosts were holding.

This behavior is not fatal but it’s not easy to see the progress.
Dispatcher generates too many chunks without considering the pool.
